AAP released its innovative tailor-made manifestos for 28 Assembly seats


  • Aam Aadmi Party yesterday (27th November) released the first 28 of its 70 constituency-level manifestos, which it claimed will act as a ready reference for party representatives to focus on problem areas.
  • According to the party compilation of manifestos was a “Herculean Task” as they had to filter from over 3,000 suggestions that we received during our meetings with the people in a constituency.Party’s policy making was constituted at two levels -issues related to the city were discussed in the Delhi Manifesto-local-level issues form the basis of constituency-level manifestos.

  • AAP volunteers and members went to various localities in each constituencies and gathered information on a number of policy issues public service provision, the state of housing, transport systems, employment, issues concerning minorities and others.
    The findings from these background studies were used to develop sector-specific proposals which later came out as the
    city-level manifesto that was finally released on 21 November.
  • Every effort was made to include a range of neighbourhood types planned colonies, unauthorised areas, resettlement colonies, regularised, jhuggi clusters, and rural and urban areas, as well as sections of the society.
    The analysis of findings from these meetings formed the basis of the constituency-level manifestos that were prepared by Aam Aadmi Party volunteers at the constituency level.


  • This idea of coming out with 70 constituency-wise manifestos (also known as tailor-made manifestos) was also adopted by BJP who released their manifestos after AAP. AAP is therefore attacking BJP  for stealing its innovative idea of a tailor-made manifestos.

ANTI-AAP Phone calls

Just a day after the Election Commission announced the poll dates for Delhi (, 4th december 2013.) a recorded phone call against Arvind Kejriwal and AAP is being witnessed.

A Caller named Sri Om claims to be from no party and says that he used to work with India Against Corruption when Anna Hazare and Arvind Kejriwal led the campaign together. 

He alleges that Kejriwal betrayed Anna by colluding with the Congress which helped him make his own political party with their backing and that therefore one should not vote for him.

Call comes from the number 0091 1409 711 885, which is not a dial back number.


This is what the caller says,
"Hi, I'm Sri Om. I used to work with India Against Corruption when Anna Hazare and Arvind Kejriwal led the campaign. But Arvind Kejriwal colluded with the Congress and made his own political party with their backing. Arvind Kejriwal betrayed Anna. A person who can betray his own men can betray anyone. I therefore, request you not to vote for Kejriwal in the coming"


Editor's View: This call clarifies that some sort of intense planning is being done in order to demoralize the all the AAP's efforts towards Delhi elections.
It also proves that 'someone' is afraid of increasing popularity of AAP in Delhi.
And by 'someone' I surely mean some political party........
JLBC request the voters of Delhi to ignore this stupid call, only purpose of which is to divert the attention of votes from the actual perspective.

Is there any media?

On 23rd March 2013 Kejrival began his fast against inflated power and water bills in Delhi.But most of the news channels didn't even informed the beginning of the fast.Spare the live coverage, there is not even the basic information of updates of fast projected on the channels.

If you are thinking that its because this is Kejrival's fast and not Anna's then hold your thoughts because the same thing happened in the July's fast last year when Team Anna was not dissolved and even Anna has participated in the fast.
In spite of  giving coverage to the agitation media is still broadcasting the JIVINI(life story) of Sanjay Dutt who has been sentenced to 5 years jail in crime of keeping illegal weapons and helping in 1993 Membai blasts.
This ignorance of media towards a particular case is not even unfair but also unconstitutional because as per our constitution its the duty of media to publish or broadcast any event that is politically or socially important.

If your think that our media is independent and cannot be influenced by someone to halt the coverage of certain event then you must again hold your thought, because if they are not slaves of some authority and cannot be forced then there is still an alternative to bribe them and shut their mouths.
Political lobbying is anther term that is used to link media with our politicians. Nira radia is an example of such lobbying.

Media nowadays is more about business and economy and less about social, political and moral reporting. Most of the news channels are owned by businessmen. This is not only the case of India, in fact it happens in most of the democratic countries.

Puppet players 
A general question arises who are the people behind the stage controlling these TRP eaters.

  • Tycoons: "Give me money, I promise you silence" is the slogan of media for Tycoons
  • Politicians: "With great power comes great approach"  is the slogan of media for politicians
  • TRP: "Coverage is directly proportional to TRP quotient"
Apart from these Justice Katju (Chairman of Press Council India) is also not in favor of such agitations.
When in 2012, once asked about Anna , Katju do said that  he respects Anna as a honest man but doesn't support his "unscientific ideology" and campaign. If Chairman of 
Press Council doesn't likes such campaigns then reports on such campaigns can be easily supressed!

AAP's Internal Lokpal's Progess/changes P-1

In October last year, Kejrival had announced that an internal
lokpal of the APP(lokpal that will investigate against irregularities in the party) consisting of  three-member panel of retired judges headed by Justice AP Shah would investigate charges of impropriety against its members including Prashant Bhushan, Anjali Damania and Mayank Gandhi. 
Apart from Shah 
Justice BH Marlapalle (retd) of Bombay high court and Justice Jaspal Singh (retd) of Delhi high court were members of the internal lokpal of the APP.
Another lokpal termed as '
National lokpal' for the party is set up having Justice Bhagwati Prasad(Retd. chief justice of Jharkhand HC ) and  former Navy chief Admiral L Ramdas 

Kejriwal however on Friday(Feb ,2 2013) said the panel could not begin work
due to paucity of time. He also said that according to the code devised by their internal lokpal, it would not take suo moto cases but only investigate cases referred by a complainant. The internal lokpal has also decided to pursue cases of national executive members only.
This means  that at present, internal lokpal will only be looking at case of Mayank Gandhi only against whom allegations have been raised . He added that a report on Gandhi would be made public in less than two months. 
However Kejrival said that there is no complainant against Prashant Bhushan so he will not be investigated. Also he said that Damania is a member of the state unit so she can be investigated by the lokpal's state unit.

Editor's View: First they announced probe against all the three i.e Bhushan, Mayank and Damania. Now the check-list is reduced to just one! Well honestly it was not a decent thing to be done by APP. They should change this decision.

Team Anna began their indefinite fast at Delhi's Jantar Mantar today(julf 25 ,2012)  to highlight the corruption within the government and to push for the anti-graft Lokpal Bill. Arvind Khejrival, Manish Sisodia, , Gopal Rai ,Akhil Gogoi sat on fast from today. However Anna Hazare despite the medical warnings  will begin fasting from Sunday(29).

 
The backdrop of the stage has photographs of the Prime Minister and 14 other ministers against whom T.Anna presented proofs of corruption and want a SIT(Special Investigation TEAM) instead of CBI to dig in their cases.The photo of Pranab Mukerji whose name is also included in list of 15 ministers for Ghana Rice Export Scam and who is now president of nation was however covered with a cloth by Team Anna.
Kejriwal alleged that the Congress has "put a chadar (veil)" to protect the former finance minister. 
In a Press Conference at Delhi yesterday, Team Anna clarified their stands  and said that their protest is limited to three demands which are as follows
  1. A SIT probe against 15 Ministers(click here to know more)
  2.  Team Anna also demanded that cases of  162 Lok Sabha members and 39 Rajya Sabha members(of whichever party) who are also facing corruption charges  should be given to the fast track courts
  3. SIT to go into allegations against party chiefs.
  • Team Anna will also use the fast  to share evidence collected against the ministers it has accused of graft. 
"According to the  Constitution, the President has immunity against any investigation. We have given evidence against Mukherjee to Prime Minister Manmohan Singh and Congress chief Sonia Gandhi two months ago," Khejrival said.

Government's Reply
 Law Minister Salman Khurshid suggested the activists should "write to the United Nations."  He said, "They want an  independent probe into matters which have been rejected and disapproved by the Supreme Court."

Fight at the venue 
There was a fight at the venue in the morning, when a group of 15-20 people shouted slogans against Kejriwal. According to Team Anna they were members of the Congress' youth wing, the NSUI. The party has denied this. 

Turnout Fast has got an good reaction but the turnout today was small compared to the sort of crowds Anna gathered last August, when he held a 16-day long hunger strike in Delhi to demand new legislation to tackle corruption.

Lokpal Aftermath: 1.0 (Right to Reject)

Anna today (24 Feb, 2012) revealed that he would undertake a nationwide tour before the 2014 General elections to advocate the voters' " right to reject" unwanted candidates.
"After the Jan Lokpal Bill, I will undertake a nationwide tour prior to 2014 General elections to plead for the 'right to reject' of voters," he told reporters at the city airport after his arrival from Delhi.
Hazare said the presence of "goondas" in politics posed a threat to the democratic process in the country.
"The voters should have the option of rejecting unwanted candidates while exercising their franchise and asking for a repoll," said the activist, who later left for his native village Ralegan Siddhi in Ahmednagar district.

Team Anna begins non-biased campaign in Punjab

Team Anna arrived
 Amritsar  on Tuesday to launch an anti-corruption campaign and to pursue people to cast their votes only after weighing the creditability of candidates and not to get swayed by populist promises. 
The core committee members of Team Anna initiated their Punjab visit as a campaign for "polls against corruption" after paying homage to martyrs of Indian freedom struggle at Jallianwala Bagh here. Later, members of India Against Corruption (IAC), including Prashant Bhushan, Manish Sisodia, Gopal Rai, Maulana Shamoon Qasmi and Anillana addressed a meeting to enlighten public about their right to vote and for enactment of a strong Jan Lokpal Bill. 
Maulana Shamoon Qasmi, member of IAC core committee, said IAC was not against or with any political party.(See the proofs  )They were with the general public only, who had always raised their voice for enactment of a strong Jan Lokpal Bill. He said the government had betrayed the whole country by not passing the Jan Lokpal Bill.
Another member, Anillana, shared that these political parties had considered common people as "machine to vote."
They allured the voters with false promises and succeeded in buying their priceless votes. "Now, this is the time to peep into the reality and unveil their corrupted faces," he added.
"Parties are changing since 1947. But now, it's a time to change the system. We need a system, not a party. So, whoever tries to play mudslinging games with the system must be punished," said Gopal Rai. Manish Sisodiya said that the recent incident of showing black flags to Prime Minister Manmohan Singh happened in Amritsar only, which is the land of warriors. "The government will have to face such situations as long as they fail to pass Jan Lokpal Bill," said he.

"We-the-people have become who-the-people for them. Now it is time to give them the answer for who-the-people," he added. Prashant Bhushan said, "It's time to shun voting based on religion, caste and creed. We have to rid the system of bribes. The polling must be fair, people must vote and they should vote for the right persons only."

Ramashish Rai exposing bjp's acts

 Ramashish Rai, a former national president of Yuva Morcha, was suspended on Monday .He had been suspended from the party after he alleged that a deal was struck between some leaders of the party and former BSP minister Babu Singh Kushwaha for his induction in BJP. 
Suspended BJP leader Ramashish Rai on Thursday attacked his party on the corruption issue, saying the right wing party itself requires an internal Lokpal to look into controversial decisions like the induction of tainted former UP minister Babu Singh Kushwaha. 
To a media query, he said there are reports that about
  •  30 per cent tickets have been distributed in the state by taking money and alleged that fingers are being pointed at state BJP unit president Surya Pratap Shahi and party leaders Rajnath Singh and Vinay Katiyar. 
  • Rai refuted suggestions that he had a deal with the Congress, saying he would have been given a poll ticket by it if it was the case. 
  • He also claimed there was no truth in the statement that Kushwaha would help BJP get support of backward communities as there are several backward leaders within the party who have been neglected and others on whom the party is not showing enough confidence. 
  • He charged Shahi (who gave him suspension notice)  with adopting double standards on the issue as no action has been initiated against party MPs Maneka Gandhi, Varun Gandhi and Yogi Adityanath who had also expressed reservations on Kushwaha's entry in BJP. 
"BJP requires an internal Lokpal to probe why and how tainted leaders have been granted entry into the party, much against the sentiments of party workers," Rai told reporters. "The party leadership should set up a three-member committee headed and it should be given 15 days time to probe the reasons behind protests at several places against such decisions," he said.


Editor's View: Both Bjp and Congress are geeting revealed by Rai's statement. It shows that Bjp is an opportunist (supporting lokpal to mobilise support for himself) and congress an hitler-minded trying to impose its faulty lokpal also after critical remarks by experts.

Team Anna, Dictator to parliament?


Lalu Ji Today (December 22 meeting) said that eliminate Lokpal bill and asked why A team of activist is dictating parliament? 
Well its surprising that Lalu who made a scam of Rs 950 crore is saying this. 

And after wasting 
950 crore of country is still in parliament to present his views.There are many MP's and incidents which erased our faith towards parliment. Cash for vote for exampleAfter all this Image of parliment and government is not made by Team Anna , its a self made image!  
I demand government to perform an election with all new parties and to re-setup parliament with those new parties
then I guarantee that no one will ask question on or 'dictate' parliament's procedure. 




Lokpal in parliament

Lokpal bill with constructional status was introduced  Lok Sabha today.  The Bill will be actually debated on December 27 after which it will be put to a vote. 
Different sides including  BJP, Team, and Lalu Prasad Yadav have all  rejected it for different reasons.
Looking at small time period  to debate in parliament, different MP's have said that the Bill must not be rushed through to satisfy the deadline or demands of Anna.

Dec 22)--
  • Team Anna taunting the government said that government's old Lokpal was better that this new one Or government had worsen the lokpal in the time given to them.
  • Hazere objects to the fact that the Lokpal Bill does not hand over administrative control of the CBI to the new ombudsman or Lokpal. Without this, his group says, the CBI will continue to be influenced in its investigations by the government.
  • Lalu also opposed for his own regions
     Last night, the government had removed the term 'minorities' where the Bill asks for a 50 per cent quota for the Lokpal. That's because the Constitution does not allow for reservation on the grounds of religion. But after Lalu led a raucous protest over this in the morning, the Lok Sabha was adjourned for a few hours. So Government decided  he minority quota would be reinstated through a correction in the language of the Bill
  •  Senior leader Sushma Swaraj said, "The Supreme Court has repeatedly ruled that reservation cannot cross 50 per cent. This Bill sets apart a quota for 'not less than 50 per cent.' There are nine members - so it suggests reservation for five members. So if we go with this Bill, it will be struck down in seconds as patently unconstitutional. This language is not acceptable. Take back the Bill."
    Mr Mukherjee agreed that the quota is likely to be challenged in court, but said the government wants the judiciary to settle the matter. 
  • Ms Swaraj also said that the Bill violates the federal principles of the constitution by enforcing states to adopt it and create Lokayuktas or anti-corruption agencies. "This infringes upon the rights and dignity of states," she said.
  • Lalu also made a lengthy speech. He said
     "Why are we letting a team of four people who include a retired bureaucrat, two retired lawyers, and a social activist dictate terms to Parliament? The country should be run by authority, not agitation"
  •  Lalu objected to the inclusion of the Prime Minister among the offices that the Lokpal can investigate. "Hundreds of people will file politically-motivated cases, he said. What face will we show abroad if our leader travels there and he is being investigated at home?" He urged the government to ignore Anna's fast. "Let him look after his own health," he said. "Take back this Bill, send it to a standing committee, fix it and then convince us to pass it," he said.
  • Gurudas Das Gupta of the Left was also unflinching in his criticism of Anna, describing him as "a man who pretends to be another father of the nation." He said, "There is no single crusader against corruption. Please don't be afraid of another hunger strike."
  • Though this is the argument that the government has so often made, Mr Mukherjee had to defend the need to handle the Bill with urgency. He stressed that legislation can only be done in the House, not in agitations or on the street. But he also made the point that in August, both Houses of Parliament had appealed to Anna to end a 12-day fast by promising to consider his vision of the Lokpal Bill.
Editor's View: Well bill of  course lacks power, and it is clear from the reports and discussions, but more surprising element is that some MP's are lacking brain and maturity! Lalu Ji made a scam of Rs 950 crore and still is in parliament to present his views.

Cabinet meeting on Lokpal delayed again!

On saturday(Dec 17 ) PM said that cabinet will discuss lokpal on sunday(Dec 18) but it didn't happened, and hope was that bill will be conserdiered in cabinet today(monday) but again it postponed to tomorrow's cabinet meet. According to reports, the meeting is likely to take place at around 2 p.m. tomorrow.
Ahead of a cabinet meeting tomorrow, senior ministers have studied the Lokpal Bill and made major changes. Law Minister Salman Khurshid described the attempt as "a cleaning up of the draft."  But sources say Mr Khurshid, P Chidambaram and Kapil Sibal, all noted lawyers, have over-ruled earlier suggestions to
  • place a portion of the CBI under the Lokpal, and 
  • a reservation quota for its nine members. 
Their suggestions will be studied by the cabinet  at meeting tomorrow.

Parliamentary Affairs Minister Pawan Bansal said the revised Lokpal Bill is expected to be tabled in Parliament on Wednesday or Thursday; the Parliament session could be extended by three days, starting December 27, he said.
Earlier Kiran Bedi has made it clear that if government extends winter season of parliament that Anna may wait. But Team Anna's main demend is to pass the bill in the current season( winter season).

The final deliberations over the Lokpal Bill are focused on the relationship between the CBI and the Lokpal or the nine-member ombudsman that the bill creates. The Lokpal's mandate will be to handle complaints of corruption filed by the public against government servants. Who will investigate these complaints, and how, is what has political parties divided. There is agreement that the CBI must have complete investigative autonomy. But whether it should report to the Lokpal - either in part or whole - has confounded politicians.

Sources say the Prime Minister, the Leader of Opposition, and Lok Sabha speaker will form a panel that will appoint the CBI chief. The Lokpal Chairman will not be part of CBI chief's appointment. The group of ministers have decided not to carve out the prosecution section of the CBI and assign it to the Lokpal.


The extent of the Lokpal's jurisdiction has been a brittle and persistent theme of conflict between Team Anna and the government. Anna said the Prime Minister could not be exempt from the ombudsman's review. He also said that unless lakhs of junior bureaucrats are held accountable, the malignant grasp of corruption on everyday life will not be defeated. After deliberations with other parties, the government plans to suggest a few safeguards that would protect the PM from frivolous complaints, and from the disclosure of details of national security. Group C and D employees - the junior bureaucrats - will be investigated by the existing Central Vigilance Commission or CVC, which will provide the Lokpal with regular updates on its inquiries.

Lokpal row: Anna warns govt with fast, jail bharo

  • Social activist Anna Hazare on Thursday said they will go on the fast from December 27 if the government does not pass the Lokpal Bill in this session of the parliament.
  • Hazare also said that from the first day of new year (Jan 1, 2012), supporters of Jan Lokpal Bill will start bharo aandolan all over the country. 
  •  He said that the activists will sit outside the house of the MPs of the parties which have opposed the anti-graft bill and force the govt to arrest them and put in jail.
  • In case the bill is passed by the the Hazare plans to present important people in the govt with a rose. Hazare said that rose is meant to show the people in the govt how the the flower stays among thorns and still gives happiness to the people.
Earlier today, the govt acknowledged that consensus eluded the all-party meeting on Lokpal issue. However, parliamentary affairs minister Pawan Kumar Bansal said the government was confident that it would be able to table the proposed bill in the winter session itself.
"I believe that it would be possible. Yesterday (Wednesday), there was an all-party meeting where 35 different parties participated. All had different views on the issue. To say there was broad consensus on the issue would be wrong. This has increased the work load of the government," Bansal said.
"How to compile these 35 different views and then also bringing in government views and to make amendments in the proposed bill," Bansal said, referring to the task at government's hand.
However, "We are working hard on it and I am confident we will be present it in this session," he said.

Team Anna Core Committee meeting

Team Anna's Core Committee  met on Wednesday (December 14)to chalk out future plans, including the proposed Ramlila Maidan agitation, if a strong Lokpal Bill is not passed in the ongoing Winter Session of Parliament.
  • Team Anna's core committee on Today's meet(Wednesday) decided that  Anna Hazare may shift his proposed fast later this month on Lokpal Bill from Delhi to Mumbai to avoid harsh winter conditions that could prevail in the capital. 
  • The core committee also decided that its members will be in Parliament's Visitors' Gallery on the day when Lokpal bill will be introduced in the House, he told reporters. 
Core committee meeting will continue for two days from Wednesday.
Team Anna sources said the Core Committee will also discuss how to go ahead with their campaign in the five poll-bound state if the situation warrants. "There will be preliminary discussions on all these issues," a Team Anna member said.
Sources said the Core Committee will decide on the mode of Ramlila agitation like whether Hazare should sit on a fast or not and how to mobilise support for the protest, which will be held in chilly winter days.
There are also concerns about Hazare's health and all these factors will be considered while deciding on the protest mode, sources said.
Hazare has stepped up attack on the government on the issue bringing Prime Minister Manmohan Singh and Congress leader Rahul Gandhi in the direct line of fire, saying the former "does not take any decision" and the latter was "watering down" proposals.
Congress has been insisting that Hazare should wait till Parliament passes the bill before going on a protest.

Lokpal Bill likely to be taken up in Lok Sabha on Dec 19: Sources

  The government is prearing to begin a debate in Parliament on the Lokpal Bill on the 19th december. 

Anna , who is 74, has threatened to start  a hunger strike on December 27 if the government does not deliver a potent new law against graft this month.     
A parliamentary standing committee examining the Lokpal Bill has finalized its draft amidst dissent from members, including three Congress MPs. The report, which is not binding on the government, is likely to be tabled in Parliament on Friday. Rejecting the parliamentary panel's draft, Anna said the government is not serious about fighting corruption.( click here to see why team anna is upset by  standing committee's draft)

As per Sources  the government is heading towards accepting some of the key points that Anna has deemed essential for fighting corruption. The Prime Minister may be covered by the Lokpal Bill, though with safeguards; government sources say the Prime Minister may himself offer in Parliament that his office should be included in the Lokpal Bill. The government may also agree that 57 lakh junior bureaucrats will be accountable to the nine-member Lokpal. For now, what remains unresolved is the matter of who the CBI will report to - the government is not keen to change the investigating agency's current reporting structure. If that doesn't happen, Team Anna says, the CBI will remain vulnerable to political pressure. "I think the recommendations of the (Parliamentary) Standing Committee, whatever they are, the Lokpal which is coming, I don't think this will have any impact on corruption. On the contrary, it is likely to dismantle whatever exists in the name of anti-corruption in this country," said Arvind Kejriwal

  •  Junior bureaucrats 
    One of Anna's non-negotiable demands is that the Lokpal Bill include junior bureaucrats - a feature the committee has not sanctioned.  Meenakshi Natrajan, Deepa Das Munsi and PT Thomas, all Congress members of the committee - formally registered their protest against Group C central government employees - who add upto 57 lakhs  -  not being brought under the Lokpal's ambit. The standing committee suggests the nine members of the Lokpal cannot manage this huge group. Instead, it recommends Group C employees should be investigated by the other autonomous anti-corruption body, the Central Vigilance Commission (CVC).



  • PM inclusion
    On the matter of whether the Lokpal should have the right to investigate the Prime Minister, the committee says it leaves the decision to Parliament because of differing opinions among its members.  



  • CBI
    The standing committee recommends that the CBI seek the approval of the Lokpal both for chargesheets and for its closure or final reports on investigations. The CBI has taken strong exception to this on the grounds that it contradicts the objective of making the CBI autonomous. A statement from the agency said, "This provision goes against the stated objectives of making investigation agency autonomous, not answerable or liable to be monitored by either the administrative ministry or the Lokpal and protect the integrity of investigation."

Anna and team ready for another agitation

 A third confrontation between Team Anna and the government in eight months seems to be brewing with the activist group hitting the road to drum up protests against the draft report of the parliamentary standing committee on Lokpal bill that ignores some of its key demands. 

Anna Hazare on Tuesday said the government had betrayed the people once again and his day-long fast at Jantar Mantar on December 11 against the report, which is expected to be the basis of the government's bill, can be a precursor to a more prolonged protest at Ramlila Maidan. 

Team Anna is upset with lokpal draft by standing committee due to following reasons
  • They are unhappy because Central Bureau of Investigation (CBI) and the lower bureaucracy was kept out of lokpal's ambit. "The draft, as I am being told, provides for the CBI to be kept under government control. If the CBI is under government control, then the Lokpal will remain an empty tin box," Team Anna member Arvind Kejriwal told reporters 
  • For not including the lower bureaucracy in the ambit of the Lokpal. 
    Khegrival said that most corruption around common man is done by lower 
    bureaucracy so how such corruption can be dealt without bringing lower bureaucracy under lokpal.
     Arvind Kejriwal also said the draft violated the "sense of the House" resolution adopted by Parliament and the assurance given to Hazare when he ended his fast on August 28. "When Anna ended his fast, Parliament agreed to a resolution that stated clearly on lower bureaucracy and citizens' charter. We just hope that resolution is respected," Kejriwal said. 
  • Khegrival  insisted that if small NGOs are brought under lokpal then  all government funded NGOs should also be brought under the Lokpal as massive corruption was prevalent in NGOs. 
  • Team Anna also did not agree to the draft report's recommendation on citizens' charter, which has been one of the main demands of Team Anna's Lokpal movement.  "Having only five members in the state capital to look into the complaints of an entire state instead of officials at each block level, as demanded by us, will lead to the system collapsing in four days,"Khegrival said. 
Addressing a news conference at Ralegan Siddhi, Hazare said the government has cheated the people by making a weak draft. "I will wait till December 22 to see if the government makes amends. Else, I will start an indefinite agitation from December 27 till we get an effective Lokpal. I will also tour the five states which are going to polls and educate the people there," he said.Hazare urged people to express their support to him by fasting for a day on December 11 and taking to the streets. "However, the agitation must be peaceful. There should be no violence," he said.
Hazare alleged that the government was trying to break the Lokpal bill into four or five components. "I will even accept that, provided the government appoints joint committees of experts and government representatives to prepare strong drafts of each bill. We will even accept exclusion of the judiciary from the ambit of Lokpal if the government bill is strong and effective," the Anna said
Hazare said that only those NGOs which take funds from the government should be brought under Lokpal. "I would not mind even if the media is brought in the ambit of Lokpal. If you are pointing fingers at others, why are you keeping yourselves out?" he said.

Two more BJP states mull Lokpal akin to Anna version

After Uttarakhand, two BJP-led states, Chhattisgarh and Himachal Pradesh, are closely examining the Jan Lokpal bill. Both states have a Lokayukta in place, but have shown interest in amending the existing legislation to bring it closer to the bill drafted by Team Anna. 

Chhattisgarh has put in place a committee under the chief secretary to examine the Jan Lokpal billand the Uttarakhand Lokayukta Act. Sources said Chhattisgarh was looking at restructuring its existing Lokayukta Act to bring in an independent investigation wing under the ambit of the law, besides other changes. 

However, the Chhattisgarh government is likely to wait till the Centre passes the Lokpal bill and examine its provisions. The state assembly session is scheduled to start in December and unlike Uttarakhand there are no elections coming up in the state, and hence there is no immediate political compulsion to expedite the process. Sources said the state may wait a while before restructuring its legislation to fit the Jan Lokpal's provisions. ``We want it to be in tandem with the Centre's act,'' a source said. 

The activists have been in talks with several states after the early success with Uttarakhand that has adopted the Jan Lokpal bill in toto. The team, however, ran in to rough weather with Bihar CM Nitish Kumar as Team Anna members criticized the state Lokayukta draft as ``weak''. Kumar hit back, saying he did not need a certificate of approval from anyone except the public.
