• Health of Team Anna members like  Arvind Kejriwal, Gopal Rai and Manish Sisodia  who are fasting for the last 8 days is now worrying
• According to the a medical report health condition of Arvind Kejriwal and Gopal Rai were worrying but not critical. .However ,condition might worsen if fast continues
  Report says that Blood pressure, sugar parameters are normal. Ketone levels are high. the report said.

•  Sources say that Gopal Rai's condition is worse than Arvind Kejriwal.

• Delhi police has written a letter attached with the report of  Ram Manohar Lohia  hospital  to Team Anna, asking its members to call off their fast. The Delhi Police said that the Team Anna members Arvind Kejriwal, Gopal Rai and Manish Sisodia should be hospitalized immediately.

• However,  Anna and Khejrival that  they saw a conspiracy to take the activists to hospital to end the stir for a strong Lokpal.

•  Anna Hazare Today( August ,1)  warned the government that he will not negotiate with them if the fasting activists are forcefully removed from the Jantar Mantar protest site here. 

• Anna also threatened to return Padma Bhushan given to him by government in 1992. He was also awarded  Padma Shri in 1990 which he  had earlier returned Padma Shri on the issue of corruption.  

• Kiran bedi said that  "No one from government has contacted us. Kejriwal is much weaker than yesterday. I want the matter to be resolved as soon as possible but not at his cost."

• Team Anna member Sazia Ilmi  also said that its members should not be taken to the hospital forcibly. 

•  Prashant Bhushan on tuesday , allaged that government want  people like Hazare, Arvind, Manish, Gopal  to die so that they can continue to loot the country.

• Team Anna also ATTACKED BJP saying that it supported Team Anna just for their own political benefits   Kumar Vishwas said, "They(BJP/RSS) supported our movement earlier but not now. I just want to say you were there in support because you had your own political motives. His( Gadkari ) party was with us because they thought it will help them win elections in five states."
• Anna also regretted  attack on media persons (for not giving proper coverage to the indefinite fast on corruption issues) saying  "If you indulge in violence, remember that the government can crush us in two days. They have the strength and laws to do that. In future, if these things happen again, at that moment I will call off this agitation. I don't approve of this. Let media do their work. Don't bother about what they do,"

Editor's View: Its now time for government to negotiate, otherwise , if anything happened to fasting members of Team Anna than people of nation will never forgive government!

Team Anna to fast from July 25

As soon as lokpal bill was once again referred to a parliamentary committee by Rajya Sabha, Team Anna accused government of betraying the people once again and delaying Lokpal Bill’s passage as well as announced another indefinite fast at Jantar Mantar from July 25.
However, Anna Hazare due to his poor health won't fast but will guide the team and only Team Anna members will fast this time. Anna will only  Kejriwal, Manish Sisodia, Gopal Rai and Akhil Gogoi  {Gogoi is already on hunger strike since May 19, in support of the anti-dam protests}  will sit on indefinite fast.

The decision about members of Team Anna sitting on indefinite fast has been taken because Anna is not in great shape after several fasts in last one year. So, it was decided that this time team would sit on fast. At present, it is confirmed that at least four members would sit on fast. The number can increase.“It doesn’t mean Anna would not be there. Anna would be there but he would only sit for the agitation. He would guide the team all along,” the source added.

The team would also be demanding a special independent investigation against 14 cabinet ministers of the Congress-led UPA-II, in the absence of an independent agency like Lokpal

Anna's reply to their questions

In his latest blog 'Politicians raise some questions and my answer to them', Hazare however sought to blunt criticism that he was against Parliament by contending that only the House can make laws and there was no doubt about it.
But, he reminded, the Lokpal Bill came in the Parliament for passage eight times and it could not clear the hurdles.

• "Who is responsible for this? People are the masters of this country and they have sent their servants to Parliament. When servants don't make laws, then masters have the right to ask why Jan Lokpal Bill was not passed," he said.
• "Lawmakers and bureaucrats are servants of people. But their 'who are you to question us' attitude is an insult to Constitution," Hazare said. 
• "Now India is a democratic country. Now if you want to frame laws, then you have to take along experienced people while drafting the laws. Then it should go to Parliament. I hope that people in politics understand this," he said.

Differences remain on Lokpal Bill; no consensus on creation of Lokayuktas

In All party meeting on March 23 the difference on the Lokayukta matter remained stagnant. Opposition is saying that a forced Lokayukta on sates would destroy federal structure and right of state governments.Parties like  BJP,  CPM  and Trinamool  are saying that Lokayukta bill prepared by states will go in vein if  center's  Lokayukta bill is imposed on them. .{ Lokayukta in simple words is state-level Lokpal/corruption watchdog}

So Lokpal Bill is likely to be amended to remove the portion on creation of Lokayuktas in states. All-party meeting saw the entire Opposition and a section of UPA - Trinamool Congress, DMK, NCP and the National Conference - opposing the Lokayukta provision in the bill.  The meeting was attended by leaders of 20 parties, all of whom are members of the Rajya Sabha, besides the prime minister and finance minister Pranab Mukherjee

With the first half of the budget session of Parliament drawing to a close on March 30, there will be very little time to take up a discussion on the bill in the Upper House, especially as there are still major differences on contentious clauses. It is expected that a resumption of the debate will, therefore, be taken up only during the post-recess period. 
Editor's View: All the parties are now showing their true colors, weather BJP or congress. Both opposition and majority are putting hurdles on the implementation of the bill. Opposition like bjp demanded and supported a center Lokpal but when it came to sate level lokpal(i.e lokayukta) then they are showing bad faces, bjp is doing this because is more prominent in states and hence its corrupt deeds may come before people after passage of a state level lokpal.
All the politician class is same, when they have to pass a increase in their salary then there is a consensus but when they have to pass an anti-corruption bill then there is two sided and foggy attitude.SHAME ON US that we elected such non-sense

Team Anna to fast for passage of Lokpal (in rajaya sabha)

CONTENTS of Fast:  :-For passage of Lokpal (in rajaya sabha)                     
:-For improvement of Whistle Blower's(police.etc) protection.

Anna Hazare and his team will observe a one-day fast in Delhi at Jantar Mantar March 25  to demand parliament pass the Lokpal bill which has been earlier chocked in Rajaya Sabha. Earlier Fast was planned to occur on  Sunday (March 17).
Team Anna has invited the families of several whistleblowers like that of Nrandra Kumar (IPS officer allegedly killed by a politician)   to join them for the fast.
 Hazare has demanded a stronger whistle blower(police etc.)  protection programme under the Jan Lokpal Bill. |Recently, killing IPS officer Narandra Kumar who was honest, is evident that whistle blower protection is not healthy in country.|

Hazare's move is in response to the killings of whistleblowers who have tried to reveal corruption and scams. According to Hazare, an effective Lokpal would ensure that justice was carried out.

Team Anna to protest killing of IPS officer Narendra Kumar

 Team Anna will launch a three-day fast in Bhopal from Tuesday to protest against the death of IPS officer Narendra Kumarand demanding a strong law to protect whistleblowers(police.etc.) 
The activists also asked Madhya Pradesh CM Shivraj Singh Chouhan to immediately pass the Lokayukta bill in the state (see more about Powerless condition of lokpal made by states)  on the lines of the one enacted in Uttarakhand.
In a tweet,  targeting lawmakers MPs Kejriwal said, "When Sharad Pawar was slapped, Parliament mourned for two hours. Let's see for how many hours does it discuss Narendra Kumar's death."

"Team Anna believes that the political parties are deliberately raking up the war of words for two reasons -- to scuttle justice to the family of the braveheart who single-handedly took on the mafia patronized by politicians and keep the much needed stringent whistleblowers protection law as propounded in the Jan Lokpal bill in cold storage," the statement said.

Editor's View: IPS officer Narendra Kumar, nicknamed as DABANG for his brave fight with mining mafia was surely shot by politicized bullet, and hence  Narendra Kumar is one for whom we must raise our voice, because he raised his voice bravely and honestly against corrupt mining.We all must demand justice for his soul, because Police offices like Narandra kumar are rarely found in our county

Anna is ill

The health of Anna  who was admitted to a private hospital in Pune after suffering from viral infection, is not improving.
Doctor Paresh Sancheti said, "Anna's health has not improved, he is not feeling any better. He could not sleep properly in night due to cough problem."
The doctor also said that Hazare's discharge which was scheduled for Friday has been postponed till Sunday.

Anna was rushed from his village Ralegan Siddhi to Sancheti hospital in Pune late on Saturday night after complaining of chest congestion.

The 74-year-old was so weak that he had to be carried on a stretcher. Ill-health is what made Anna break his fast on December 28. His Team's core committee was to meet on Monday to discuss their next course of action but that meeting was also postponed.

The activist has been suffering from a viral infection since he undertook his fast on December 27, which was subsequently withdrawn the next day.

Editor's View: Anna is weak, he is old and he does need our blessings because he don't deserve death just because of his one false move to fast in ill-health on MMRDA Ground. At least pray for him if you couldn't support him on MMRDA due to your busy life!

Anna Has shifted from Delhi to Mumbai due to harsh winter effect in Delhi
However it got a cold response in comparison to August's and April's fast. The estimate of people at the venue varied between 4,000 to 10,000 in sharp contrast to upto 30,000-40,000 that poured in Ramlila Maidan in August.
Team Anna had said that they expected over a lakh people to turn up at the protest venue here.
In Delhi too, a negligible number of protesters were at Ramlila Maidan.

From  from December 30 Jail Bharo (Jail accumulation protest) will begin which will end on January 1.  
Addressing the protesters, Hazare vowed to continue the "fight to the finish", warning the UPA government that he will campaign against it in the upcoming Assembly elections in five states and later in the Lok Sabha polls.
Anna began the latest round of protest ignoring concerns over his health,

Seeking to broadbase his agitation, Hazare said he has invited Baba Ramdev to join his stir and the yoga guru will visit the fast venue tomorrow or the day after.
Accusing the government at the Centre of betraying the people, he said, "this is not betrayal of Anna Hazare or Team Anna. This is the betrayal of people who will teach you a lesson."
Editor's View: it would be to early to say that its a flop trial by Team Anna , but its also true that public is having lack of faith in team because of recent attacks on Team Anna ( because of those blames which are till now not proved to be true!!)

Lokpal in parliament

Lokpal bill with constructional status was introduced  Lok Sabha today.  The Bill will be actually debated on December 27 after which it will be put to a vote. 
Different sides including  BJP, Team, and Lalu Prasad Yadav have all  rejected it for different reasons.

Looking at small time period  to debate in parliament, different MP's have said that the Bill must not be rushed through to satisfy the deadline or demands of Anna.

Dec 22)--

• Team Anna taunting the government said that government's old Lokpal was better that this new one Or government had worsen the lokpal in the time given to them.
• Hazere objects to the fact that the Lokpal Bill does not hand over administrative control of the CBI to the new ombudsman or Lokpal. Without this, his group says, the CBI will continue to be influenced in its investigations by the government.
• Lalu also opposed for his own regions
   Last night, the government had removed the term 'minorities' where the Bill asks for a 50 per cent quota for the Lokpal. That's because the Constitution does not allow for reservation on the grounds of religion. But after Lalu led a raucous protest over this in the morning, the Lok Sabha was adjourned for a few hours. So Government decided  he minority quota would be reinstated through a correction in the language of the Bill
•  Senior leader Sushma Swaraj said, "The Supreme Court has repeatedly ruled that reservation cannot cross 50 per cent. This Bill sets apart a quota for 'not less than 50 per cent.' There are nine members - so it suggests reservation for five members. So if we go with this Bill, it will be struck down in seconds as patently unconstitutional. This language is not acceptable. Take back the Bill."
  Mr Mukherjee agreed that the quota is likely to be challenged in court, but said the government wants the judiciary to settle the matter. 
• Ms Swaraj also said that the Bill violates the federal principles of the constitution by enforcing states to adopt it and create Lokayuktas or anti-corruption agencies. "This infringes upon the rights and dignity of states," she said.
• Lalu also made a lengthy speech. He said
   "Why are we letting a team of four people who include a retired bureaucrat, two retired lawyers, and a social activist dictate terms to Parliament? The country should be run by authority, not agitation"
•  Lalu objected to the inclusion of the Prime Minister among the offices that the Lokpal can investigate. "Hundreds of people will file politically-motivated cases, he said. What face will we show abroad if our leader travels there and he is being investigated at home?" He urged the government to ignore Anna's fast. "Let him look after his own health," he said. "Take back this Bill, send it to a standing committee, fix it and then convince us to pass it," he said.
• Gurudas Das Gupta of the Left was also unflinching in his criticism of Anna, describing him as "a man who pretends to be another father of the nation." He said, "There is no single crusader against corruption. Please don't be afraid of another hunger strike."
• Though this is the argument that the government has so often made, Mr Mukherjee had to defend the need to handle the Bill with urgency. He stressed that legislation can only be done in the House, not in agitations or on the street. But he also made the point that in August, both Houses of Parliament had appealed to Anna to end a 12-day fast by promising to consider his vision of the Lokpal Bill.

Editor's View: Well bill of  course lacks power, and it is clear from the reports and discussions, but more surprising element is that some MP's are lacking brain and maturity! Lalu Ji made a scam of Rs 950 crore and still is in parliament to present his views.
There are many MP's and incidents which erased our faith towards parliment. Cash for vote for example.After all this Image of parliment and government is not made by Team Anna , its a self made image!
 I demand government to perform an election with all new parties and to re-setup parliament with those new parties

All-party meet on lokpal (December 14)

The all-party meeting convened by the Prime Minister Manmohan Singh on the lokpal bill to attempt a consensus on the issue began on Wednesday(December 14).Leaders from different political parties met for almost three hours at the Prime Minister's residence.

• Opposition parties said The government has not given any assurance about bringing the bill in this session . However PM has assured that
  "  Government is keen that this lokpal should be passed  as far as possible on the basis of consensus among all parties that is driven by Parliament as the custodian of legislation."
   
• A majority of the parties agreed that the Prime Minister should be included, with safeguards, within the ambit of the Lokpal 
• Most parties also wanted the lower bureaucracy included;
  only the the Communist Party of India (CPI) held out on that.
  
• There was no  consensus on how much control the Lokpal should have over the CBI 
•  Most parties agreed that the Lokpal should have its own investigation wing, they were not in agreement on whether that should mean bringing the CBI under the Lokpal.
  The Left said the CBI must be "depoliticised' or should be away from the control of politicians or independent

The CBI's director, AP Singh, met with the Prime Minister earlier today(Wednesday,December 14) He reportedly said that

• The agency is willing to accept the Lokpal as its new boss, but the ombudsman must then be the only body with supervisory powers over the CBI. The CBI also wants all administrative, financial and legal powers to be vested in the agency's chief.
• What the CBI does not want is a bifurcation or branched division of the agency, which has been suggested by some parties, who believe that sections of it can be placed under the Lokpal, while others remain autonomous.

Team Anna in reply said that it supports the CBI stand on need for autonomy in investigative powers, but has asked for the director to be appointed independentlyMain Opposition party, the BJP, aslo has the same opinion.They both want that director of the CBI and other senior officers to be appointed by an independent panel, not the government. And it wants total investigative freedom for the agency.

A parliamentary committee that studied the Lokpal Bill and submitted its report last week suggested that the Lokpal must conduct a preliminary inquiry into an allegation of corruption and then assign it to the CBI.  The committee also wants the Lokpal to sign off on the CBI's closure reports that signal the findings of its investigation. The CBI disagrees with both, arguing that these processes will weaken its ability to conduct efficient investigations.  For example, a preliminary inquiry, it says,  may alert the official under suspicion to likely action by the CBI, giving him or her enough notice to destroy or conceal evidence.

Team Anna Core Committee meeting

Team Anna's Core Committee  met on Wednesday (December 14)to chalk out future plans, including the proposed Ramlila Maidan agitation, if a strong Lokpal Bill is not passed in the ongoing Winter Session of Parliament.

• Team Anna's core committee on Today's meet(Wednesday) decided that  Anna Hazare may shift his proposed fast later this month on Lokpal Bill from Delhi to Mumbai to avoid harsh winter conditions that could prevail in the capital. 
• The core committee also decided that its members will be in Parliament's Visitors' Gallery on the day when Lokpal bill will be introduced in the House, he told reporters. 

Core committee meeting will continue for two days from Wednesday.

Team Anna sources said the Core Committee will also discuss how to go ahead with their campaign in the five poll-bound state if the situation warrants. "There will be preliminary discussions on all these issues," a Team Anna member said.

Sources said the Core Committee will decide on the mode of Ramlila agitation like whether Hazare should sit on a fast or not and how to mobilise support for the protest, which will be held in chilly winter days.

There are also concerns about Hazare's health and all these factors will be considered while deciding on the protest mode, sources said.

Hazare has stepped up attack on the government on the issue bringing Prime Minister Manmohan Singh and Congress leader Rahul Gandhi in the direct line of fire, saying the former "does not take any decision" and the latter was "watering down" proposals.

Congress has been insisting that Hazare should wait till Parliament passes the bill before going on a protest.

Lokpal's approval before filing chargesheet or closure report: CBI unhappy

The CBI has expressed displeasure over a proposal to make approval of the Lokpal mandatory before filing chargesheet or closure report. The premier investigation agency claims that the move will “severally impair” the effectiveness of anti-corruption efforts.

“We heard they are going to make mandatory approval of the Lokpal before filing chargesheet or closure report by the CBI on conclusion of investigation by making amendments to Section 173 of Cr PC. This goes against the stated objectives of making the investigation agency autonomous, not answerable or liable to be monitored by either the administrative ministry or the Lokpal and protect the integrity of investigation,” a CBI official said.

“This is also against the established jurisprudence on the subject, which provides the powers for taking final decision after conclusion of investigation to the investigating agency and even the courts do not interfere with the process of investigation,” the official added.

• The agency is also against the proposal to make preliminary enquiry (PE), except in trap cases, by Lokpal mandatory before giving cases to the CBI.
• The CBI claims that currently it gathers information and plans and executes a search operation to collect evidence. But if a preliminary enquiry by Lokpal is made compulsory, the CBI will lose the “surprise element” to carry out such operations.
• Officials added that now a PE is conducted only when available information or complaint about serious misconduct on the part of a public servant is not adequate to justify registration of a regular case. “The new provision is bound to delay commencement of investigation process. Experience shows that there are a large number of cases in which the element of criminality is known right from the beginning. Holding PE would add no value but rather help the accused by compromising witnesses and help in destroying evidence,” a senior official said.
• The CBI maintains that at present, the power of taking final decision after investigation is decentralized in the agency. Officers from the rank of SP to Director, CBI, take decisions based on the rank of the suspect public servants. “This would cause considerable delay in finalisation of the cases and commencement of trial in anti-corruption cases,” the official added.

Editor's View: CBI must act as an extended arm of LOkpal and that's why Lokpal approval's before filing chargesheet or closure report is necessary because CBI may file some charge sheet or closure report under some undue political pressure so LOkpal's supervision is necessary. However Other points by CBI are considerable.

Lokpal Bill likely to be taken up in Lok Sabha on Dec 19: Sources

  The government is prearing to begin a debate in Parliament on the Lokpal Bill on the 19th december. 

Anna , who is 74, has threatened to start  a hunger strike on December 27 if the government does not deliver a potent new law against graft this month.     
A parliamentary standing committee examining the Lokpal Bill has finalized its draft amidst dissent from members, including three Congress MPs. The report, which is not binding on the government, is likely to be tabled in Parliament on Friday. Rejecting the parliamentary panel's draft, Anna said the government is not serious about fighting corruption.( click here to see why team anna is upset by  standing committee's draft)

As per Sources  the government is heading towards accepting some of the key points that Anna has deemed essential for fighting corruption. The Prime Minister may be covered by the Lokpal Bill, though with safeguards; government sources say the Prime Minister may himself offer in Parliament that his office should be included in the Lokpal Bill. The government may also agree that 57 lakh junior bureaucrats will be accountable to the nine-member Lokpal. For now, what remains unresolved is the matter of who the CBI will report to - the government is not keen to change the investigating agency's current reporting structure. If that doesn't happen, Team Anna says, the CBI will remain vulnerable to political pressure. "I think the recommendations of the (Parliamentary) Standing Committee, whatever they are, the Lokpal which is coming, I don't think this will have any impact on corruption. On the contrary, it is likely to dismantle whatever exists in the name of anti-corruption in this country," said Arvind Kejriwal

•  Junior bureaucrats 
  One of Anna's non-negotiable demands is that the Lokpal Bill include junior bureaucrats - a feature the committee has not sanctioned.  Meenakshi Natrajan, Deepa Das Munsi and PT Thomas, all Congress members of the committee - formally registered their protest against Group C central government employees - who add upto 57 lakhs  -  not being brought under the Lokpal's ambit. The standing committee suggests the nine members of the Lokpal cannot manage this huge group. Instead, it recommends Group C employees should be investigated by the other autonomous anti-corruption body, the Central Vigilance Commission (CVC).

• PM inclusion
  On the matter of whether the Lokpal should have the right to investigate the Prime Minister, the committee says it leaves the decision to Parliament because of differing opinions among its members.  

• CBI
  The standing committee recommends that the CBI seek the approval of the Lokpal both for chargesheets and for its closure or final reports on investigations. The CBI has taken strong exception to this on the grounds that it contradicts the objective of making the CBI autonomous. A statement from the agency said, "This provision goes against the stated objectives of making investigation agency autonomous, not answerable or liable to be monitored by either the administrative ministry or the Lokpal and protect the integrity of investigation."

 A third confrontation between Team Anna and the government in eight months seems to be brewing with the activist group hitting the road to drum up protests against the draft report of the parliamentary standing committee on Lokpal bill that ignores some of its key demands. 

Anna Hazare on Tuesday said the government had betrayed the people once again and his day-long fast at Jantar Mantar on December 11 against the report, which is expected to be the basis of the government's bill, can be a precursor to a more prolonged protest at Ramlila Maidan. 

Team Anna is upset with lokpal draft by standing committee due to following reasons

• They are unhappy because Central Bureau of Investigation (CBI) and the lower bureaucracy was kept out of lokpal's ambit. "The draft, as I am being told, provides for the CBI to be kept under government control. If the CBI is under government control, then the Lokpal will remain an empty tin box," Team Anna member Arvind Kejriwal told reporters 
• For not including the lower bureaucracy in the ambit of the Lokpal. 
  Khegrival said that most corruption around common man is done by lower bureaucracy so how such corruption can be dealt without bringing lower bureaucracy under lokpal.
   Arvind Kejriwal also said the draft violated the "sense of the House" resolution adopted by Parliament and the assurance given to Hazare when he ended his fast on August 28. "When Anna ended his fast, Parliament agreed to a resolution that stated clearly on lower bureaucracy and citizens' charter. We just hope that resolution is respected," Kejriwal said. 
• Khegrival  insisted that if small NGOs are brought under lokpal then  all government funded NGOs should also be brought under the Lokpal as massive corruption was prevalent in NGOs. 
• Team Anna also did not agree to the draft report's recommendation on citizens' charter, which has been one of the main demands of Team Anna's Lokpal movement.  "Having only five members in the state capital to look into the complaints of an entire state instead of officials at each block level, as demanded by us, will lead to the system collapsing in four days,"Khegrival said. 

Addressing a news conference at Ralegan Siddhi, Hazare said the government has cheated the people by making a weak draft. "I will wait till December 22 to see if the government makes amends. Else, I will start an indefinite agitation from December 27 till we get an effective Lokpal. I will also tour the five states which are going to polls and educate the people there," he said.Hazare urged people to express their support to him by fasting for a day on December 11 and taking to the streets. "However, the agitation must be peaceful. There should be no violence," he said.
Hazare alleged that the government was trying to break the Lokpal bill into four or five components. "I will even accept that, provided the government appoints joint committees of experts and government representatives to prepare strong drafts of each bill. We will even accept exclusion of the judiciary from the ambit of Lokpal if the government bill is strong and effective," the Anna said
Hazare said that only those NGOs which take funds from the government should be brought under Lokpal. "I would not mind even if the media is brought in the ambit of Lokpal. If you are pointing fingers at others, why are you keeping yourselves out?" he said. .

Lokpal Bill on govt agenda for winter session

 The government on Wednesday (november 16 2011) said its legislative agenda for the winter session of parliament that includes the Lokpal Bill and Whistle Blower Protection Bill. 

Parliamentary Affairs Minister Pawan Kumar Bansal said the session, starting Nov 22, will have 21 sittings.He hoped the parliamentary standing committee examining the bill will be able to submit its report by Dec 1. 
 

The minister also gave a list of 31 bills that the government intends to pass during the winter session that ends Dec 21.  Bansal also met chief whips of all political parties to discuss the issues they wanted to take up during the session. 

"Political parties want to discuss issues like price rise, black money, division of states, energy security, corruption, situation in Afghanistan, earthquake in Sikkim and also issues concerning the farmers," he added.
Anna Hazare has threatened to go on a hunger strike again if the government does not pass the bill in the winter session.

Lokpal may get constitutional status.

The congress is planning to give constitutional status to lokpal. It appears good as it will vanish all the constitutional related flaws in the bill , but as per Team Anna and BJP this will make the bill's implementation late.

As per our Constitution if there is a 'want' of amendment in the constitution then there is a need  a two-thirds majority in both the Lok Sabha and the Rajya Sabha in favour of amendment.Team Anna and BJP are saying that this can't be achieved  as UPA does not have majority in either house: in the Rajya Sabha, it does not even have a simple majority.
But the flip side of this argument, Congress sources point out, is that surely the Opposition parties, who have put the government on the mat on the issue of corruption, would like to make the proposed law as strong as possible and cannot afford, therefore, to oppose giving the Lokpal constitutional status.


It appears to be idea of Rahul Gandhi which he introduced in August in a speech in Parliament. In his speech in August, “We speak of a statutory Lokpal but our discussions cease at the point of its accountability to the people and the risk that it might itself become corrupt. Madam Speaker, why not elevate the debate and fortify the Lokpal by making it a constitutional body accountable to Parliament like the Election Commission of India?”

The two former CJIs (whose draft is presented before standing commitee) explained that the proposed amendment could be passed in a single day. When members pointed out that the states would have to ratify the amendment, the retired CJIs reportedly explained that the proposed amendment would not need ratification of the states.

Editor's view:  Well its not a bad thing to give this bill a constitutional status but it appears to be a bad Idea when there is a risk of rejection of this amendment. We really need a middle way out

Is lokpal against procedure? (Light Showing facts)

During Anna's Anshan MPs blamed that Anna is blackmailing parliament. Now after Anshan Media is debating on it. So of course citizens are confuse that weather they gave wrong support to Anna or were they right to support a bill which is intended to be Constitution changer ?
Now lets clarify some facts and make situation a little bit clear.

• ANSHAN CONTROVERSY- The Lokpal bill was first introduced by Shanti Bhushan in 1968 and passed the 4th Lok Sabha in 1969. But before it could be passed by Rajya Sabha, Lok Sabha was dissolved and the bill lapsed. The Subsequent versions were re-introduced in 1971, 1977, 1985, 1989, 1996, 1998, 2001, 2005 and in 2008,but none of them passed.CONCLUSION: bill was tarnishing in the drawers of parliament for mare than 4 decades and MP's are saying that WE DON't GAVE THEM TIME TO MAKE A PERFECT LOKPAL BILL}

• Constitution Changer-  Corruption in our day to day life is putting our tax into pockets of government and our BRIBE in that of BABUS or officers, all weather lokpal supporter or in opposition to it claim this reality! but some of them do not claim that corruption is not only a threat to out TAX but also to OUR SUPREME LAW i.e CONSTITUTION, and this corruption is corroding CONSTITUTION form its very beginning.CONCLUSION:So if corruption and bribe can spit on constitution's spirit then why a Constitution Changer anti corruption bill cannot be implemented to SAVE CONSTITION FORM MUCH NASTY SPUTUM OF CORRUPTION .However alternative can also be don if we stop giving bribe to save our Constitution and fundamental rights from corruption's rusting effect 

• Media's ROLE- Politicians are blaming that it was only media's coverage that popularized this ANDOLAN. Well they are wrong and their tone is of a dictator who controls media. They are wrong because it was not news that powered andolan but it was people's interest flood in society and on social networking sites that forced media to give the required coverage.CONCLUSION: Media of a democracy is free to show what it wants, moreover it shows those things about which people are crazy means media may not have given coverage to the andolan if citizens might not have reacted in that supportive or debative manner.
