Arvind Kejriwal's group protests against Delhi gang-rape outside Sonia Gandhi's residence

Around 60-70 activists of Aam Aadmi Party (AAP) yesterday(21,Dec,2012) held a protest before the residence of Congress chief Sonia Gandhi in Delhi demanding immediate hanging of the alleged rapists of a young girl in the capital.

The protesters marched to 10 Janpath - Mrs Gandhi's residence - from Jantar Mantar after a demonstration there and sat holding candles and shouting slogans against the government and demanding immediate action in the rape case.
Three protesters were allowed inside Mrs Gandhi's residence for a meeting with a Congress general secretary.

Outside, the protesters demanded that the rapists of the 23-year-old girl be immediately hanged, claiming that their guilt has been proved already.

"Why is the government taking a long time?" asked one of the protesters.

One carried a poster which read, "either you take quick action or there will be violent reaction."

Several groups also held candle light vigil at the India Gate here to express solidarity with the victim.

Lokpal can’t wipe out corruption completely: Hegde

Asserting that the Lokpal cannot completely wipe out corruption which is as old as the civilisation itself, Team Anna member Justice N Santosh Hegde on Tuesday said that if the menace could be contained up to 60-70 per cent, "we would be very strong".

"Let me be very frank. You can't eradicate corruption. Corruption is not born yesterday, last year, last century... Corruption was born with the birth of civilisation itself. Go through any scripture you will know corruption was there," he told a local television channel here.

However, he also said
"Even if we have a strong door, robbery can still take place. Does it mean we will have no door at all,"
Hegde said, an institution like Lokpal could be created which could curb the growth of corruption and clean corruption to a certain extent. "Suppose, we are able to contain it up to 60 to 70 (per cent), I think economically, we would be very strong."

"An institution which is there to fight corruption will certainly create fear among the people who are not yet corrupt but likely to become corrupt," Hegde said.

Replying to a question on the government assurance that a strong Lokpal Bill would be brought in Parliament, Hegde said
"One thing was certain that for 44 years they did not bring a Lokpal Bill and did not create a Lokpal institution. Now, that will come and that institution will be built,"

However, Hegde said, he did not think the government would bring a strong Lokpal Bill. "Against whom they will operate? Bill is against them, the Parliament members, the ministers, the bureaucrats... It will not be against you, me.

On suggestions by Congress leaders that Lokpal would be a constitutional body, Hegde said though it was a good idea, "it is absolutely unnecessary".

"If you want a constitutional body, you have to get two-third majority in Parliament which nobody as of today has," he said.

Hegde also did not see any wrong in formulation of a law to right to recall or reject a member in the elections.

Editor's view: Well constitutional status is necessary at all. They are looking at time but not looking how lokpal will bloom with a Constitutional status. Following benefits we will get

Lokpal may get constitutional status.

The congress is planning to give constitutional status to lokpal. It appears good as it will vanish all the constitutional related flaws in the bill , but as per Team Anna and BJP this will make the bill's implementation late.

As per our Constitution if there is a 'want' of amendment in the constitution then there is a need  a two-thirds majority in both the Lok Sabha and the Rajya Sabha in favour of amendment.Team Anna and BJP are saying that this can't be achieved  as UPA does not have majority in either house: in the Rajya Sabha, it does not even have a simple majority.
But the flip side of this argument,
Congress sources point out, is that surely the Opposition parties, who have put the government on the mat on the issue of corruption, would like to make the proposed law as strong as possible and cannot afford, therefore, to oppose giving the Lokpal constitutional status.

It appears to be idea of Rahul Gandhi which he introduced in August in a speech in Parliament. In his speech in August, “We speak of a statutory Lokpal but our discussions cease at the point of its accountability to the people and the risk that it might itself become corrupt. Madam Speaker, why not elevate the debate and fortify the Lokpal by making it a constitutional body accountable to Parliament like the Election Commission of India?”

The two former CJIs (whose draft is presented before standing commitee) explained that the proposed amendment could be passed in a single day. When members pointed out that the states would have to ratify the amendment, the retired CJIs reportedly explained that the proposed amendment would not need ratification of the states.

Editor's view:  Well its not a bad thing to give this bill a constitutional status but it appears to be a bad Idea when there is a risk of rejection of this amendment. We really need a middle way out

Is lokpal against procedure? (Light Showing facts)

During Anna's Anshan MPs blamed that Anna is blackmailing parliament. Now after Anshan Media is debating on it. So of course citizens are confuse that weather they gave wrong support to Anna or were they right to support a bill which is intended to be Constitution changer ?
Now lets clarify some facts and make situation a little bit clear.

  • ANSHAN CONTROVERSY- The Lokpal bill was first introduced by Shanti Bhushan in 1968 and passed the 4th Lok Sabha in 1969. But before it could be passed by Rajya SabhaLok Sabha was dissolved and the bill lapsedThe Subsequent versions were re-introduced in 1971, 1977, 1985, 1989, 1996, 1998, 2001, 2005 and in 2008,but none of them passed.CONCLUSION: bill was tarnishing in the drawers of parliament for mare than 4 decades and MP's are saying that WE DON't GAVE THEM TIME TO MAKE A PERFECT LOKPAL BILL}
  • Constitution Changer-  Corruption in our day to day life is putting our tax into pockets of government and our BRIBE in that of BABUS or officers, all weather lokpal supporter or in opposition to it claim this reality! but some of them do not claim that corruption is not only a threat to out TAX but also to OUR SUPREME LAW i.e CONSTITUTION, and this corruption is corroding CONSTITUTION form its very beginning.CONCLUSION:So if corruption and bribe can spit on constitution's spirit then why a Constitution Changer anti corruption bill cannot be implemented to SAVE CONSTITION FORM MUCH NASTY SPUTUM OF CORRUPTION .However alternative can also be don if we stop giving bribe to save our Constitution and fundamental rights from corruption's rusting effect

  • Media's ROLE- Politicians are blaming that it was only media's coverage that popularized this ANDOLAN. Well they are wrong and their tone is of a dictator who controls media. They are wrong because it was not news that powered andolan but it was people's interest flood in society and on social networking sites that forced media to give the required coverage.CONCLUSION: Media of a democracy is free to show what it wants, moreover it shows those things about which people are crazy means media may not have given coverage to the andolan if citizens might not have reacted in that supportive or debative manner.

SUGGESTIONS : Open DEBATE ( in support and against bill)

Government and BJP agree to voice vote on Lokpal Bill (Team Anna happy)

In a development that could help end the impasse on the Lokpal issue, government and opposition today reached an agreement under which Parliament will adopt a resolution incorporating the three demands of Team Anna with a voice vote. This  turnaround came when BJP heard Team Anna member Arvind Kejriwal announce at the Ramlila grounds that the government had conveyed to them the Opposition's reluctance to vote on a resolution in Parliament on the Lokpal issue

When the BJP insisted that in the changed circumstances, a resolution should be moved and put to a voice vote, the government agreed to it. Some young ministers and MPs from the Congress also insisted on a resolution and vote as they felt Team Anna will not settle for anything less.
Sources said the resolution mentions all the three demands of Anna Hazare, namely Citizens' Charter, Lokayukta in states and including lower bureaucracy under Lokpal's ambit. The resolution states that the House agrees "in principle" on these issues. It will be put to a voice vote in both Houses (Loksabha and Rajaya sabha)

"We are very happy with the development," a Team Anna spokesperson said on this turnaround of government

Asked whether Hazare would end his fast today, the spokesperson said "Hazare will decide whether to break his fast today or tomorrow morning. Normally, he prefers to break the fast in the mornings," Hazare had demanded that the Parliament should accept the three key demands of the civil society for him to end the fast.

Lokpal debate in Lok Sabha on Saturday, but no voting

As major political parties sparred on how Lokpal  should be debated in Parliament, Parliament failed to meet the Anna's key demand for a discussion on JanLokpal Bill on FRIDAY  (august 26 2011). This
failure of discussion on LOKPAL happened due to political war between the Congress and BJP on procedural issues.
Earlier in the day, opposition members gave notices for a discussion on the Lokpal issue under a Rule(Rule 184) that entails voting while Congress members wanted it under a Rule(Rule 193) that does not provide for voting.
Opposition BJP foiled the ruling side's attempt to get it discussed without voting that made the government to change its strategy to go for a debate in a different form. So the matter is expected to come up on Saturday in a different form.

So Anna refused to end his 11-day hunger strike demanding in a letter to Prime Minister Manmohan Singh that Parliament pass a resolution, accepting three of his key demands -- setting up Lokayuktas in States, covering entire bureaucracy and citizens charter.

Anna's Response to government "undemocratic' behavior

The Delhi Police had sent a letter to Team Anna on Saturday asking them to give an undertaking agreeing to a list of 22 conditions. These included restricting Hazare’s fast to three days, and a cap of 5,000 persons at the proposed venue, Jai Prakash Narain Memorial park.
Shanti Bhushan,  said while they agreed with most other conditions, such as not resorting to violence, making arrangements for water, mobile toilets, electricity, not giving inflammatory speeches, and so on, they cannot limit the fast to three days and 5,000 people. He said those two demands are unconstitutional.

Anna on Saturday,13 August 2011 showed fire in response to Government's's restrictions for fast.
Anna Hazare has said that he will go ahead with his fast on August 16 and court arrest if necessary.

Hazare shot off a letter to prime minister Manmohan Singh, questioning  that  “By denying us permission to protest, are you and your government not violating our fundamental rights? Are you not taking away our freedom two days before the nation’s Independence day? With what face would you unfurl the national flag on the nation’s 65th Independence Day,”

He also asked in letter  “government is trying to crush those who raise their voice against corruption. This is happening more often in your government. Does it look good if you crush the fundamental rights of the people by murdering democracy and violating the Constitution?”

Team Anna also challenged government that they would go ahead with the agitation anyway, daring the government to do “whatever it wanted”.

Anna also accused the UPA government of deceiving them on the issue of the Lokpal Bill, and said he regretted ending his fast in April.

Kiran Bedi accused the Delhi Police of being “dictated by the government in power.”

Asked what they will do if the government uses force to break his fast, Hazare said that “people will respond” if force is used.
Reacting to the US State Department’s comments yesterday(friday) , Hazare said it was the “wrong actions” of the Indian government that emboldened the American government to “interfere in India’s internal matters.”

Anna is being targeted by government. ( GOVT.'s fear)

Anna Hazare today alleged he is being targeted by the Government, claiming his records in the Army were being checked and people sent to his village in Maharashtra to check on his organisation.
"I have not done anything wrong throughout my life," Hazare said.
"They( Government) have sent people to check my records in the Army. They want to see if they can find something during my service years. I have not done anything wrong throughout my life," he said.
Hazare served as a jawan in the Army for 15 years.
The social activist alleged that the Government's intentions are not right and that was why they are trying to defame the civil society spearheading the anti-graft campaign.
"They have put people after me. They have sent people to my village to check on my organisation. I have no bank balance, so what will you find?. I live in a temple in a eight feet by ten feet room. I just have a plate to eat and a bed to sleep on. What will you find?," he said.

Hazare said the agitation to demand a strong Lokpal is not aimed at any individual or party,

"This agitation is not against any individual or party. The common man is finding it impossible to live without encountering corruption. Corruption has increased and has led to inflation and price rise. Corruption is the root cause of inflation," he said.
"Corruption may not end altogether but we can curb it by at least 80 to 90 per cent," he added.
What I think: If Government is in the mood of trapping Anna by searching something different and then making it controversial and then finally scheming it  against Anna then it means Government actually is afraid of that man and that's why is playing mal-politics with him!

Team Anna to take out vehicle rally today (august 9 2011)

Anna Hazare will flag off a car and bike rally in the city on Tuesday morning to drum up support for Civil Society’s version of Lokpal Bill, said the activist’s NGO, Bhrashtachar Virodhi Jan Andolan.

The rally, which has been planned in association with India Against Corruption, will begin from Dadar (East) and end at Azad Maidan.

Brace up for tailbacks in south Mumbai as the event has been planned during the rush hour traffic of 9 am. A confrontation between Hazare’s supporters and the Mumbai traffic police is likely as the latter has not given permission for the rally.

Members of Bhrashtachar Virodhi Jan Andolan said that they were expecting at least 200 cars and motorcycles. “We are expecting an overwhelming response. Hazare himself will flag off the event,” a youth coordinator of India Against Corruption, Naresh Thakur, said. “We will take him around the city in a convoy.”

Civil Society member Arvind Kejriwal is also expected to join Hazare. “As per my knowledge, no permission has been given to them,” said Additional Police Commissioner (traffic) Brijesh Singh.

Col Ramesh Vasudev, the trustee of Hazare’s NGO (Mumbai division), said that they would not back out. “It’s a fight against corruption, so we will take out the vehicle rally. Let the police take action against us; if needed, we will court arrest,” he said.

85% people support Jan Lokpal Bill: Team Anna

Announcing the results of the "referendum" on Lokpal Bill conducted in capital's Chandni Chowk, the Lok Sabha constituency from where HRD Minister Kapil Sibal was elected, Team Anna said that 85% of those who cast their vote have supported the Jan Lokpal Bill.

“85% people supported the Jan Lokpal Bill. 88% want the Lokpal to have powers to investigate conduct of MPs inside Parliament. 82% and 86% people want the Prime Minister and judiciary to be under the ambit of the Lokpal. Only 6% were against the inclusion of PM under the Lokpal.” said Arvind Kejriwal

Kejriwal said that the referendum was only meant to prove a point and if Kapil Sibal has any doubts about the veracity of the poll, then he should convene a public meeting in his constituency and know firsthand what the people want.

  1. He also pointed out that, as per the survey, 86% people in Sibal’s constituency want their MP to go by their wish on the issue and not by the orders of the party High Command.
Taking a dig at the findings of the survey, Kapil Sibal said that he is surprised that the result didn’t show that 100% people don’t support the Jan Lokpal Bill.

UPDATE 0.2

  1. Last week, the Cabinet cleared the Bill and decided that the Prime Minister will be exempt from investigation for corruption while he or she is in office. With this, the battle between the government and civil society activists led by Anna Hazare peaked.

 2. Mr Hazare's team had urged the government to circulate its draft at the Cabinet meeting as well as in Parliament. However, the salient points of Team Anna's version were presented almost as footnotes at the meeting.  Later, Anna Hazare wrote an open letter to the MPs making an appeal to them not to allow introduction of such an 'anti-poor' Lokpal Bill. In his letter to the parliamentarians, Mr Hazare said that there are many critical issues affecting poor people which have been left out in the government's Lokpal Bill, and this does not allow Parliament to debate on these critical issues.

3. Hazare has accused the Union government of preparing a weak Lok Pal Bill, which was passed by the Cabinet on July 28. He has decided to go on an indefinite fast in Delhi from August 16. The government is expected to table the Lok Pal Bill in the Lok Sabha on Wednesday.

Fill forms before DHRANA PRADHARASAN (protest) : Mayawati

The UP government implemented guidelines imposing procedure on protests. According to 'Guideline' before democratic or political protest in UP the participants should file a form giving details about the protest
like

1 Name of the organiser   2 His full address  3 Phone number  4 Nature and site of the programme

5 Route of the processions or rally   Timing   7 Strength of participants    8 Details of VIPs, if any.

So protest or rally can't be processed without Permission of authorities and undertaking from the organisers that they will maintain peace and not damage public property and disrupt traffic and public services.

Not damaging the public property is the only 'correct' part but
but others appear 'corrupt'!
Because now we have to take a permission from those offices and
politiations because of whose choked drafts and corrupt processes and love and affection (with our money!), we are on the way to demand for a lokpal bill!
What kind of democracy we are living in that we can't even protest??
